Onvoy Voice Services is a wholly-owned subsidiary of Zayo Group Holdings, Inc. MEANS was started by a consortium of Independent Local Exchange Carriers after divestiture to connect Independent LECS to long-distance carriers and later became Onvoy.

Onvoy has been offering a full suite of wholesale services to wireless, wireline, cable and broadband telephone companies since 1992.

Onvoy Voice Services is headquartered in Minnesota and offers telecommunication services across the country.
